I don’t remember seeing lockers but I wasn’t looking for them (I definitely saw them at the African American Smithsonian). You can check their website to see if they have more detailed info.

Hi, We did this tour on the spur of the moment. We had just finished the Capitol and exited via the tunnel right over to the Library of Congress. There is a reception desk that has a sign with the time of the next tour and an arrow pointing to rows of chairs behind a large video screen. We took a seat and awaited the video for an overview. After that, the guides divide the group and off you go. I don't know if you can sign up online ahead. My advice is to get there early in the day and check the tour time. This is a tour you don't want to miss!
Q:
How long would you plan to spend here to see everything?
A:
2-3hrs
