Here is the official word- You can usually book character dining 60 days ahead of your stay and 70 days ahead if you’re staying in a Disney hotel. To make a reservation for character dining at Disney Parks, you can log onto your My Disney Experience app or head to the official Walt Disney World website. If you're staying off property, you probably won't be able to get a reservation at some of the most popular character dining experiences like Cinderella's Royal Table but there are plenty of other good options available. I would do it as soon as possible 60 days ahead of your stay to have the best options. There are many good websites that provide all the details such as insidethemagic

I didn't have the water park option on my hopper pass. But I can tell u the basic hopper pass rules. For each day of the pass u have to make a reservation in advance at one of the theme parks. You must enter the park on your reservation for that day before you will be allowed to hop the another park on the same day. You can't hop to another park until after 2 pm and don't need a reservation for the other park(s) u go to that day. I saw people arguing with Disney staff because they bought ticket but didn't make reservations an couldn't get in.
