Yes, and during scheduled services for the public. Evensong is usually free as well.

Sorry you do have to pay for entry at all times, unless you are invited to a royal wedding.

Availability of tickets depends on official use of the Abbey. We went twice, the first was fine, the second was on a Sunday and we couldn't enter.
