A three-judge panel of the Ninth U.S. Circuit Court of Appeals said Trump’s decision to federalize the Guard was entitled to a high degree of deference.

The Trump administration said Tuesday it is ending the deployment of 2,000 National Guard troops in Los Angeles.

“This cruelty, it’s about terrorizing communities. It’s about appearing tough, I’ve said it and I’ll repeat it, weakness masquerading as strength.”
